Parsons extensive experience combined with your finance management skills, including drafting contracts, and identifying potential conflicts. At this level you will monitor and administer the business provisions of prime contracts to ensure compliance with contractual terms and conditions. In this role, you perform contract administration assignments for all phases of the most demanding contractual undertakings. Our Contract Administrators typically handles contract negotiations of projects with constructed values in the $100 to $500 million range, with clients in the private and public sectors of both domestic and foreign markets. You’ll understand and apply a thorough knowledge of the principles governing the business terms and conditions of contracts being negotiated.
Responsibilities:
Reviews client contracts to identify risks and to ensure conformity to Company policy.
Drafts contracts for large engineering/construction management projects.
Proposes alternative text/clauses to client contracts, as appropriate for the Company business.
Ensures that the contract is thoroughly reviewed for legal, risk management, tax, and accounting issues prior to submitting to management for approval.
Participates as a member of the negotiating team, consisting of business development and project management personnel, for establishing business terms and contract conditions.
Monitors and administers the business provisions of prime contracts to ensure compliance with contractual terms and conditions.
Advises the Contracts Manager regarding scope, financial, and risk issues of prime contracts.
May be responsible for overseeing a significant portion of the contract administration activities within designated Company wide market areas.
Solves significant prime contract problems, taking independent action as prescribed by project procedures.
Provides guidance and direction to lower level Contract Administrators, as appropriate.
Performs other responsibilities associated with this position as may be appropriate.
More specifically:
- Check and report on designer, contractor and associated parties’ compliance with the contract and progress of works. Coordination with site team to ascertain contractual and practical measures to ensure compliance with requirements. Advise on specific requirements of the contract and performance in accordance therewith.
- Assess contractual implications of site decisions and optimize practical contract conditions.
- Maintain working relationship with Design, Construction, Engineering, Procurement and Legal Management to facilitate organizational interface.
- Supervise of site measurement team, management of monthly valuations.
- Coordinate approvals for valuations and methods of reimbursement with the client organization and project leadership. Set up and manage site valuation procedures. Liaise and coordinate approvals with the Contractors,
- Manage directives and variations, reviewing client requirements, assess implications, negotiate omissions or extra costs, coordinate and report on the contractual implications of other parties engaged with the works.
- Manage final accounts including preparation, submission and agreement with client/Consultant and similarly with the respective subcontractors.
- Monitor progress of design information and the dissemination at site, client, and consultant levels.
- Coordinate approvals of the programming system, regular review of distribution and assessing delay implications of late approvals
- Compile and scrutinize design deliverables to ensure compliance, accuracy and completeness of information. Review of Bills of Quantities to assure an accurate reflection of the work.
- Prepare and produce of Pre-Qualification documentation, Requests for Proposal documentation and Contract Documents for Design Agreements and Construction Agreements.
- Assist in negotiation and clarification of terms to prospective bidders, issuance of change bulletins during the tendering process, incorporation of amendments into final contract documentation, finalization of award and letting of contracts
- Manage claims; provide advisory assistance on all aspects of contractual claims. Responsible for the development and management of procedures to recognize and identify claims as they evolve, managing timely resolution under the change provisions where possible, obtaining legal expertise as appropriate.
- Avoid subcontract claims; assess variations in lieu of claims. Record pertinent events; ensure proper submission in accordance with the contract. Advise on the imposition of liquidated damages where applicable, discerning divisions of responsibility between the various parties.
- Evaluate claims including compilation of effective contemporary records, preparation of submissions for Mediation and/or Arbitration on contractual matters.
- Submit documentation to company lawyers and client for extracontractual matters.
- Provide the Program Controls/ Contracts/ Program Manager with reviews / analyses on the contract data.
