Franchise Development Manager – Jigsaw HR Consultants

1. Purpose of the Role 

Our Client is establishing a Franchise Development division to extend its sales and service network 

across GCC/MENA and Africa through franchised partners. An external consultant is currently engaged to 

develop the franchise framework — SOPs, operating rules, pricing architecture and commercial models. The 

Franchise Development Manager will act as the company’s owner of that engagement: working alongside the 

consultant, ensuring every deliverable reflects Harshad Group’s actual business realities, reviewing and 

challenging the output, and then taking the finished framework into the market to recruit, screen, onboard 

and manage franchise partners across the full company portfolio — precious metals and jewellery technology 

instruments (XRF analysers, balances, melting and refinery equipment), consumables, and after-sales service 

and calibration. 

This is a builder role, not a caretaker role. The consultant provides the framework; the Manager is 

accountable for making it work commercially, and for the division reaching viability. The successful candidate 

will be comfortable operating without an established playbook and creating order where none exists. 

2. Key Responsibilities 

A. Consultant Engagement and Framework Ownership 

•Serve as the company’s primary counterpart to the external franchise consultant: manage the working 

relationship, agree deliverables and timelines, and hold the engagement to schedule. 

•Supply the consultant with accurate operating input — product portfolio structure, margin realities, 

service and calibration workflows, market conditions, and existing branch practice — so that the 

framework is built on how the Group actually operates. 

•Review, test and challenge every consultant deliverable before adoption: franchise model, SOPs, 

operating rules, pricing architecture, fee and margin structures, territory definitions, and performance 

commitments. 

•Adapt consultant output to company requirements and to the practical conditions of each target 

market; identify gaps, unworkable assumptions, and commercial risk, and drive them to resolution. 

•Coordinate internal stakeholder review of consultant deliverables across Sales, Service, Finance, Supply 

 Chain and Legal, and consolidate feedback into a single company position. 

•Take ownership of the finalised franchise framework once the consultant engagement concludes: 

maintain the Franchise Operations Manual and SOP set, and update it as the network develops and field 

experience accumulates. 

•Work with Legal to finalise the franchise documentation pack — franchise agreements, letters of intent, 

disclosure documents, territory schedules, and renewal and termination protocols. 

•Operate the governance framework in practice: audit checklists, compliance scoring, escalation paths, 

and corrective-action procedures. 

B. Market Development and Partner Pipeline 

•Map target territories across GCC/MENA and Africa; assess market size, competitive presence, 

regulatory requirements, and jewellery and refining industry concentration in each. 

•Build and maintain a qualified pipeline of prospective franchise partners through industry networks, 

trade fairs, exhibitions, jewellery associations, referrals, and direct outreach. 

•Represent the Group at regional trade shows and industry events as the primary face of the 

franchise programme. 

•Prepare and deliver franchise investment presentations, business cases, and return-on-investment 

models to prospective partners. 

C. Screening, Due Diligence and Selection 

•Apply the company screening framework to evaluate prospective franchisees on financial capacity, 

market reputation, technical capability, infrastructure, existing business lines, and cultural fit with 

organization. 

•Conduct structured due diligence: financial statement review, trade and bank reference checks, site 

inspections, background verification, and conflict-of-interest assessment. 

•Prepare selection recommendations with supporting analysis for management approval; maintain full 

documentation of the decision trail for every applicant, approved or rejected. 

•Negotiate commercial terms within approved parameters and coordinate execution of franchise 

agreements. 

D. Onboarding and Launch 

•Own the franchisee onboarding journey from signature to first revenue: territory handover, initial stock 

planning, showroom or service-centre setup, branding and signage, and systems access. 

•Coordinate with Product, Service, Technical and Supply Chain teams to deliver product training, 

technical certification, and service capability build-up for franchise staff. 

•Ensure each new franchisee is operational within the agreed launch timeline and meets brand and 

technical standards before going live. 

•Develop launch marketing support in coordination with the Marketing team, including local campaigns, 

opening events, and digital presence. 

E. Franchise Performance Management 

•Manage the ongoing relationship with all appointed franchisees as their primary point of contact within 

Harshad Group. 

•Monitor franchisee performance against agreed sales, service, inventory and compliance commitments; 

conduct structured business reviews on a defined cycle. 

•Conduct periodic audits of franchise operations against SOPs and brand standards; issue corrective 

actions and track closure. 

•Identify underperforming partners early, diagnose root causes, and implement recovery plans; where 

recovery is not viable, manage exit or termination in line with contractual and legal requirements. 

•Act as escalation point for franchisee commercial, technical, supply and service issues, coordinating 

internal resolution. 

F. Commercial, Financial and Reporting 

•Build and own the franchise division business plan, budget, and revenue forecast; take accountability for 

division profitability. 

•Track franchise fee income, product revenue, service revenue, and receivables across the network; work 

with Finance on credit exposure and collections. 

•Maintain the franchise CRM and reporting infrastructure; ensure pipeline, partner, and performance 

data is accurate and current. 

•Report to management on network status, pipeline health, expansion progress, risks, and financial 

performance on an agreed reporting rhythm.
